This was done to create the illusion of progress on crime reduction, often tied to promotions, political optics, and avoiding federal scrutiny.
Similar patterns have emerged elsewhere. In New York City, Chicago, and other blue jurisdictions, whistleblowers and audits have repeatedly exposed downgrading of felonies, underreporting of certain incidents, and pressure on officers to “adjust” classifications. The motivation is almost always the same: make the city appear safer on paper to support narratives of successful progressive policing reforms.


The consequences are real. Misleading statistics lead to misplaced resources, reduced public safety, and eroded trust. When the data is finally corrected, as appears to be happening in D.C.,it often reveals that violent crime was far worse than reported.
